To ensure that "China's cleaning industry overall ODS phase-out plan," the smooth implementation of the planned completion of the annual phase-out targets for ODS cleaning agent to enhance consumer and business control, supervision and management, decided July 15, 2002 from the cleaning agent of ODS consumer / business license management implementation, as follows:
First, the provisions referred to ODS cleaning agent is used for cleaning purposes the following chemical products:

Eight, all in our industrial and commercial administrative departments at all levels of registered enterprises can apply for accordance with the procedure prescribed for the permit. Licensed enterprises shall meet the following criteria are eligible to participate in "China's cleaning industry overall ODS phase-out plan" project and the project implementation process to obtain funding for projects and technical support:
(1) July 25, 1995 in China's industrial and commercial administrative departments at all levels of registered enterprises;
(2) The company's products are not 100% exported to developed countries and regions (ozone-depleting substances "Montreal Protocol" provisions of national and regional);
(3) July 25, 1995 start spending ODS consumption of ODS cleaning agent or cleaning agent production facilities.

Ten, the specific permit application procedures are as follows:
